Allowing Dogs in Restaurants

We have been to Gaia many times, and have enjoyed the food. Last night we sat in the outside dining area. We were very surprised to see a couple being welcomed into the restaurant with their four dogs. At times, the dogs were held in their laps as they ate. When my husband spoke to the waitress to ask why this was allowed, she could not answer, but said that she would speak to the manager. I found the restaurant's lack of concern for its diners quite appalling.
