Is it EVER open?

We tried to have lunch here in late September but it was closed for renovation, the notice said it'll be open again on October 4. So we came back in mid October on a Saturday afternoon, it was closed again. And apparently they're closed on Sundays too. I've tried to come and have their dim sum for 3 times already, why is it never open?! And the phone number seems to be dysfunctional too.
