Mince beef.
Peel oranges, remove all white piths. Using only the outer skin, boil in water for 5 minutes. Take out and mince finely, then place in minced beef.
combine all seasonings and mix with minced beef. Stir vigourously until meat paste is sticky and elastic. Shape into balls of same size and coat well with breadcrumbs.
Heat oil in wok, and when oil starts to steam, turn to medium heat and fry beef balls until golden brown. take out and drain excess oil.
Use cabbage leaves as decoration, and place beef balls on top. serve with sour plum sauce as dipping sauce.
