Slice beef thinly, add in wine, 1/2tbsp of soya sauce,pepper and cornstarch and mix well. Marinade for 10 minutes.
Cut open green bell pepper, remove seeds and wash well. Cut into smaller pieces.
Heat some oil in wok, fry scallions and minced ginger, the add in beef slices and stir fry.
Add in Green peppers along with 1tbsp of soya sauce and some salt, add in sesame oil, the brieflt stir fry and serve.
