Promised payment arrangement not honored

Dim Sum on November 16, 2016 at lunch greatly affected the enjoyment of the food and the harbor view at this restaurant. Dim Sum on November 16, 2016 at lunch greatly affected the enjoyment of the food and the harbor view at this restaurant. The food is prepared very well and well presented.  We arrived early and was given a back table when suddenly a table at the expansive ceiling to floor glass was available.  We had to insist before they would let us take the obviously available table.  The food service was quite quick and we were enjoying our meal with our long time friends.  I ordered more than I thought we needed because it is the common Chinese etiquette when we meet friends we have not seen in a while and because I had given my credit card upon entering so I was confident I would be footing the bill.  Much to my disappointment they did not follow through with this arrangement and have our friend return my credit card to me after accepting his payment and did not bother to get my agreement.  When I approach the cashier I was repeatedly rejected and told I have to work this out with my friends.  Then I was barraged with series of excuses regarding the impossibility of reversing the charges and told the excuse that the computer would not allow this.  A seemly insulting excuse to me.  I requested politely to speak to the manager a couple of times and the cashier escaped the scene though there was just conversation and not any raised voices.  The man who was left turned out to be the manager hiding behind the cashier.  I surmised that he is the weak manager who did not try to straighten out the situation and gave me the same lame excuses only after I directly asked him if he is the manager I was seeking.  Very disappointing so I am deducting 2 dots from my rating.  If a restaurant is not able to do the right thing, it makes me wonder if the integrity is only limited to the promise made to a customer to use his credit card.
