No service charge but requires tips

Currently visit the door side mentioned no service charge, but when ask for the bill the waiter (with black frame glasses) saying how would you like to pay for the tips “card or cash” ??? If you want us to pay the tips don’t mention in the door way say “no service charge” or additional saying that tips are welcome, we will feel better to pay that extra $20 🙄
