Common food but poor service

My first time be there with friend for dinner yesterday. There are Vietnam noodles and we ordered two beef noodles and one Thai salads. The food looked ok but the taste was common not impressive. As we asked for some Vietnamese herbs for the noodles. The waiter or manager answered no bluntly and threw us a bottle of chilly. We felt astonished and couldn't believe the service was such poor even not many customers there. We never came here again.
