Yes this visit was a while ago....but I have been here enough times in the last 2 years to take a measurement.

Cheung Sing is very reliable, and highly efficient. If I were to grade this in comparison to other cafes in California, it easily surpasses pretty much 98% in Northern (and arguably Southern) California USA. But from a local Hong Kong standpoint, I would say it is average.

This particular visit was a random breakfast stop. 

The hot coffee with condensed milk (no sugar) was pretty decent for the area, but if are to compare this HK style coffee with something like The Chinese Club, or The Chariot Club, it pales in relation. At a place like this, it helps to set the right expectations.

The puff pastry egg tart was unfortunately delivered the table right from the cabinet, and was not even heated, even at around 8 to 9 am. It was fairly cold, which made for a less than ideal bite (is this the norm in Hong Kong?). I am hoping these were not leftovers from the day before (guess not) but the puff pastry layer was quite decent. The overall effort was more solid than the mushy rendition at Matchbox Cafe in Causeway Bay (although Matchbox does a cookie crust version)

The scrambled egg breakfast sandwich was just ok. It is hard to make any comparisons especially when you have tried the likes of Shun Hing in Tai Hang, or even Australian Dairy Company. Of course, butter on the toast makes everything taste a bit better.

But I do come here looking to fill stomach space, and know that this establishment delivers, even in varying quality. The neighborhood vibe and character are interesting, but doesn't have that intimate feel like some of the other cafes in town.
