Overrated , snobby service

It took them 20min to bring tap water for us. According to them they are assigning waiter in each table so that even when I ask the other for water, they will only share unpleasant face and never pass message so you will never get what you want. Also this waiter who’s hand were free, she was on the phone entire time. I had to walk up to ask for water. When we are leaving she said” sorry for the poor service we were busy and I know this cannot be an excuse” come on… the one who was on the phone
