I have passed by this place many times and thought that it looked very decent from the outside. I finally decided to try it out today and was extremely disappointed. First of all, the food was a let-down:1. The risotto - I would always try the risotto at any Italian as the taste test. If the chef can do a good, proper risotto, then the other dishes cannot too bad. Unfortunately, Oceanna failed on its risotto - it was under cooked even by Italian standard and did not have much flavour to it.

2. The carbonara - it was Asianized (like the ones you get from the Hong Kong fast food chains) and lacks the soul of a carbonara, i.e. the cream and the cheese.
3. Sea-bass - this was okay but one can tell that the fillet has been frozen for quite some time.
A restaurant with not so great food can always save itself with good services. Again, Oceanna had let us down. Services were slow, and we didn't see many smiles nor any thank yous. We have to keep chasing them to bring our waters and cutlery.
I was very surprised that the waiters have problem with English - there were 2 American tourists at the table next to us and they had a really difficult time trying to communicate with the waiters. Finally they had to call for the manager.
